Downloading RAT

I'm having difficulty downloading RAT 3.6 At 2 practices it has repeatedly got as far as about 500 - 800 KB and stopped, though the paper keeps flying from the globe to the folder. If I requested the CD, could I use this to load the programme at a number of practices, and onto multiple PCs within each practice? Also, do you need to have Microsoft Access on a PC for RAT to work?
